White Paper
Also called: abstract, executive summary, solution brief (DIU CSO)
A white paper is a short, early write-up of a proposed technical approach that some BAAs and CSOs request so the agency can judge fit before encouraging or inviting a full proposal.
DARPA's guide to BAAs describes an optional first step in some announcements where abstracts are strongly encouraged but not required. The program manager decides whether to encourage or discourage a full proposal, and every conforming abstract gets a written response.
DARPA uses the step to save proposers effort. Its Young Faculty Award FAQ says proposers are strongly encouraged to submit an executive summary before a full proposal to find out DARPA's interest and limit effort and expense.
Some solicitations make the white paper a required gate. DARPA's BARK SBIR required an initial technical white paper, and the Government would invite a full proposal only if DARPA selected the white paper for further evaluation. ONR's Long Range BAA says its program officers often want white papers and tells offerors to consult the program officer for each area.
In a DIU CSO the first step is a short solution brief. DIU asks that it address the problem in the Area of Interest and give company details such as a CAGE code or UEI where applicable.
