Research.gov
Also called: NSF Research.gov, Research.gov Proposal Submission System
Research.gov is the National Science Foundation's online system for creating, submitting, tracking and updating proposals. NSF SBIR and STTR proposals must be submitted there.
NSF SBIR and STTR proposals go through the Research.gov Proposal Submission System, not Grants.gov. For Phase I, you first need an official invitation, which comes from submitting a Project Pitch.
To submit a full proposal, your company needs active registrations in SAM.gov (with a valid UEI), Research.gov and the SBA Company Registry. NSF asks you to enter the company name, physical address and other identifying details the same way in each system, and says these registrations are free.
You sign in with an NSF account (which uses multi-factor authentication), an InCommon account or Login.gov. Login.gov works only with a phishing-resistant method, and users with financial or administrative roles must use one.
